BACKGROUND
Ensuring safe drinking water depends on more than testing water quality. It requires people who can interpret results, respond to risks, and support communities in taking action. As Jal Jeevan Mission expanded across India, there was a growing need to strengthen the capacities of government officials, laboratory staff and practitioners responsible for water quality monitoring and surveillance.

OUR SOLUTION
Between 2021 and 2024, Arghyam partnered with INREM Foundation to strengthen water quality management capacities across India. Built around the Water Quality Monitoring and Surveillance component of Jal Jeevan Mission, the programme combined digital learning, mentorship, and peer exchange to equip government officials, laboratory staff, civil society organisations, and community practitioners with practical skills for monitoring, risk assessment, and community engagement.
More than 1,600 practitioners across 28 states and Union Territories completed the programme. Many went on to train others, support state programmes, and strengthen local water quality monitoring systems. The programme also evolved to support state-specific capacity building, including a customised course for the Public Health Engineering Department, Assam.
