This role will support the technology agenda under the Arghyam–SPM NIWAS engagement, focused on strengthening digital systems for rural water service delivery under Jal Jeevan Mission. The person will work closely with state IT teams, government officials, and technology partners. The base location will be Kolkata, West Bengal.

Key Responsibilities

Coordinate workshops, courses, and state-level engagements on digital systems • Deliver training sessions on IT systems, Solutions, Design and architecture for state officials • Support development of Model RFPs for IoT and edge device procurement • Facilitate cross-learning between states on digital solutions

Required Qualifications

Eligibility:

● Minimum Degree: Bachelor’s degree in Computer Science, Information Technology, Information Systems, or related field.

● Experience: 5-7 years of experience exhibiting skills and knowledge as detailed below

● Knowledge of water systems is desirable

Skills & Knowledge Technical:

• Understanding of digital systems and IT architecture, particularly in a government or public service context

• Knowledge of data systems, dashboards, or MIS platforms used in government programmes

• Familiarity with IoT, edge devices, and related procurement processes will be an added advantage Programme & Project Management

• Ability to plan, anchor and manage multi-stakeholder events like workshops, courses, and working groups

• Comfortable tracking multiple workstreams simultaneously and flagging risks early

• Experience working with or within government systems Training & Facilitation

• Ability to design and deliver training sessions for government officials on technology topics like breaking down complex concepts such as IT architecture, digital systems, and IoT into accessible, practical content

• Comfortable facilitating both in-person and online sessions with mixed audiences, from field-level IT officers to senior officials

• Experience developing training materials including presentations, handouts, and case studies tailored to the audience

Communication

• Strong written skills with an ability to draft clear briefs, reports, and correspondence for government audiences

• Comfortable facilitating discussions with both technical teams and senior officials

• Able to distil complex technical content into accessible formats

Position

Arghyam is working with the Government of India to conceptualize and design a unified Digital Public Infrastructure (DPI) for the National Jal Jeevan Mission (NJJM). The DPI vision is to enable states to choose, build and innovate digital tools on top of shared open infrastructure — using common registries, standards and interoperable APIs that ensure accountability, transparency and a reliable service-delivery backbone. In parallel, Arghyam is supporting state-level digital platforms and innovations to help them innovate and strengthen their existing technology platforms . The Technical Lead will play a central role across both these dimensions: shaping the national DPI architecture and supporting state deployments that put the DPI into real operational use. It is a role for someone who is excited by systems-scale impact, thrives in ambiguity and can translate complex domain needs into elegant, interoperable architecture.

Key Responsibilities

Design API specifications and water-sector registries

● Deeply understand existing government digital systems across national and state levels.

● Identify core services and registries required for data integrity and interoperability.

● Create an API and data-registry framework that can support diverse state use-cases while adhering to shared national standards.

● Build interoperable API specifications, standards and integration playbooks.

● Ensure registry design supports long-term scalability, versioning and governance. Support national and state system implementation

● Collaborate with the NJJM technology team to align registry and API design with programme priorities.

● Work closely with state engineering and MIS teams (starting with Assam) to integrate registry and API specifications into real platforms.

● Support technical reviews of vendor architectures, solution proposals and implementation plans from states. Documentation, communication and ecosystem collaboration

● Prepare architectural documents, integration specs, technical notes and onboarding guidelines.

● Clearly communicate design choices and trade-offs to both technical and non-technical audiences.

● Help build a shared understanding among government teams, implementation partners and solution providers.

Required Qualifications

We are looking for a hands-on technologist who is excited to build something foundational for the country, understands large-scale system design, and is comfortable working with government systems and diverse implementation partners.

Qualifications

● 5–8 years of experience in backend engineering, system architecture or digital infrastructure roles

● Bachelor’s or Master’s in Computer Science, Information Technology or equivalent

● Demonstrated experience building or integrating large-scale platforms, preferably with microservices architecture and API-first design

Technical Skills

● Strong background in system architecture and microservices-driven platformsExpertise in API design and management — REST/OpenAPI spec standards, versioning and security best practices

● Strong knowledge in system architecture and design principles.

● Experience in designing scalable and interoperable digital solutions.

● Comfort working with cloud services, containerization, modern backend languages and relational + NoSQL databases

As Technical Architect, you will be responsible for the overall technology architecture and design at Arghyam across all our engagements. Your key responsibilities will include:

  • Architectural Leadership:
    • Lead the architecture and design of all Arghyam engagements at both central and state governments.
    • Develop architectural blueprints and technical roadmaps.
  • Solution Design:
    • Develop comprehensive architectural solutions.

To effectively fill the role of Technical Architect, the candidate should possess a blend of technical, managerial and interpersonal skills.

Technical Skills

  • API Design and Management: Proficiency in designing, developing, and managing APIs. Knowledge of RESTful principles, GraphQL, API versioning, documentation tools like Swagger/OpenAPI.
  • Microservices Architecture: Deep understanding of microservices architecture patterns, such as service discovery, containerization (Docker, Kubernetes), orchestration, and resilience. Experience in setting up monitoring and logging solutions for microservices-based applications. Familiarity with tools like Prometheus, Grafana, ELK stack (Elasticsearch, Logstash, Kibana), etc.
  • Open Source Frameworks: Expertise in utilizing and customizing open-source frameworks and libraries relevant to the project requirements. This might include frameworks like Spring Boot (for Java), Express.js (for Node.js), Django (for Python), etc.
  • Cloud Technologies: Hands-on experience with cloud platforms such as AWS, Azure, or Google Cloud Platform. Knowledge of cloud-native services like AWS Lambda etc.
  • Programming Languages: Proficiency in one or more programming languages commonly used for backend development, such as Java, Python, Node.js, Go, etc.
  • Database Technologies: Familiarity with various database technologies, both SQL and NoSQL, such as MySQL, PostgreSQL, MongoDB, Cassandra, etc. Understanding of database scaling and optimization techniques.
  • DevOps Tools: Knowledge of DevOps principles and tools for CI/CD (Continuous Integration/Continuous Deployment), such as Jenkins, GitLab CI/CD, Travis CI, CircleCI, etc.
