BACKGROUND
Punjab has achieved what many states aspire to: universal rural tap water coverage combined with strong service delivery outcomes. This report examines the digital systems that support this achievement, from water quality monitoring and grievance management to real-time infrastructure tracking. More importantly, it explores how technology has been embedded into day-to-day governance rather than treated as a standalone intervention.
The findings offer useful lessons for states seeking to strengthen transparency, operational efficiency, and accountability while delivering reliable water services at scale. The report also highlights opportunities to further strengthen interoperability, analytics, and data-driven decision-making as the state’s digital ecosystem continues to evolve.
