Background

As India’s rural water systems expand, ensuring reliable service delivery depends on timely and trustworthy information from the field. Yet much of the operational data needed to monitor water supply is still captured manually, making it difficult to verify and use consistently across the system. This can limit visibility into scheme performance, delay corrective action, and make it harder for programme managers to respond to emerging issues.

SOLUTION

A WhatsApp-based chatbot that enables Jal Mitras to submit bulk flow meter photos and uses AI to extract readings, reducing effort and improving reliability of first-mile reporting.

Our Approach

JalSoochak is a Digital Public Good developed by Arghyam and first piloted in Assam in partnership with the Public Health Engineering Department. The tool enables frontline workers to capture operational data directly from the field using photographs of bulk flow meters and other evidence from water supply schemes.

AI-assisted processing and user verification convert these inputs into reliable digital records that help frontline workers, supervisors, and programme managers monitor scheme performance and respond to issues more effectively.

Building on the Assam pilot, JalSoochak has evolved into an adaptable tool that supports multiple modes of data capture and can integrate with existing state systems, helping generate trusted service delivery data at scale.
